Annan is also held responsible for telling the truth. He spoke about genocide over passively. In his book Interventions: A Life in War and Peace, Annan argued that the United Nations Department of Peacekeeping Operations could have made better use of the media to raise awareness of Rwanda's violence and put pressure on governments to provide the armed force which is necessary for an intrusion.
