In 1690, in his Two Treatises of Government, John Locke wrote that the purpose of government is to serve the people and protect their natural rights. Identify a problem in your community or in the news where the government could be doing a better job of fulfilling that responsibility. Develop a plan to address the problem by researching different policy options and determining a course of action. Your plan should also identify the appropriate government agency to put the plan into effect.
