because Romeo drank the poison because he thinks Juliet is dead. Though she's not really dead, he doesn't know that because Balthasar misguided him by telling him the wrong information. So he has good intentions by killing himself to be with Juliet, but it doesn't work out because she's not actually dead, just under the effects of the potion.
