The protagonist of the novel is Liam, a 35 year old man who is surrounded by debt in a city full of violence, corruption, and fraud. He learns that earning a living in a hostile city is much easier if you commit crimes and illegal treachery. Even after this sudden epiphany, he never follows through with crimes and sinks lower and lower into debt and eventually loses his house. With nowhere to go, Liam turns himself into a secured prison and lies about his criminal record. While in prison, he encounters a character vs self scenario, and is frustrated at himself for not following through with crimes and turning himself in. On his fifth night at his cell, a masked man opens his locked cell and helps him outside, even giving him a map for good hideouts from police. Liam follows the map to an abandoned hospital and gradually grows accustomed to this living there. He reads in a local newspaper about a $2,000 cash reward for finding and capturing any prisoners that have escaped. One day, Liam hears loud noises coming from outside the hospital. He peers out the window and is shocked to discover the same masked man with police accompanying him. It turns out that the man was a security guard working at the prison, and hatched a plan to make money off "finding" escaped inmates. Liam continues his run around the city and ends up in the poorest section, where everything is walled off. He gathers people who have exceptional hatred against the city's corrupt government and starts a rebellion. Soon after, protests, boycotts, mass gatherings, and speeches would parade around the city, all in the name of Liam.
