This would be a very wrong step to take. The reason is that you would be going through confidential things and people privacy would be jeopardized. Now by rights the the people have the ability to go through the database, this would be to check out the payroll expense. The difference here is that they would not be able to do any editing or changes to it. Hence the person would have to follow the ethics in the company.
