Grover Cleveland was President of the United States during two periods, from 1885 to 1889 and from 1893 to 1897.
During his first term, he supported free trade with Hawai'i and accepted an amendment that granted the United States a naval and coal station in Pearl Harbor.
His successor, Benjamin Harrison, agreed during the end of his term to annexation of Hawaii. Queen Lili'uokalani of Hawaii had been overthrown and a pro-American government that wanted annexation had been imposed.
When Cleveland assumed his second term, after an investigation into the overthrow of Lili'uokalani, he supported the restoration of the monarchy in that country, removing the project of annexation of Hawaii to the Union from the Congress.
