How I got to this answer:
If we have the information, that 2 jugs, take 3 minutes, that means that one jug will take 1.5 minutes.

We have 8 more jugs to fill, and each jug takes 1.5 minutes each, or 3 minutes for 2.

We have 8 remaining jugs, so if we do 4x3 taking into account that this is 3 minutes for 2 jugs. If we do it individually, that means we should work it out as 8 x 1.5.
So for both equations the answer is 12 minutes!
