This is false. In rome only citizen could vote. And not all the men were citizen. Citizenship was a privilege that granted political status, whithin which was the right to vote in the Assemblies. But there was a class of men who had a limited citizenship and did not have the right to vote. Also you had the slaves, who were not citizens and did not have the right to vote (they did not have many rights, of course).
