Looking at Michigan, the Michigan State Budget Office develops the governor's Executive Budget recommendation. So it looks like another vote for governor.
Interesting, the National Governors Association web page. In 27 states, the governor has full responsibility for creating the budget. For the rest of the states, the governor shares responsibility.
