Let's look at the various options and see what makes sense.
       
a. department of the treasury * This is a Federal department. Not state. Since each state is responsible for their own budget, this option can't be correct and isn't worth researching further.
       
b. house of representatives * This is also Federal, so can't be the correct answer. Although the House of Representatives is responsible for the FEDERAL budget. They have nothing to do with state budgets. So wrong answer.
       
c. legislature * This is a tempting answer, but seems overly general. Does nearly every state have a legislature? Or do they call the body performing such a function something else?
       
d. governor's office * This is also very tempting. All states have a governor's office. So, initially it looks like options "c", or "d" are good candidates with "d" looking better.

Let's do a quick google search and spot check a few states. Looking at Georgia, the governor's office is responsible. Looking at Michigan, the Michigan State Budget Office develops the governor's Executive Budget recommendation. So it looks like another vote for governor. Interesting, the National Governors Association web page. In 27 states, the governor has full responsibility for creating the budget. For the rest of the states, the governor shares responsibility.
