Unwanted contacts and a person's reasonable fear for their safety would be needed for an act to be consiederd as stalking.
In united states, someones that are proven guilty in doing such act would be exposed to potential 6 months jail time and a restraining order that carries more jail punishment if breached.
First of all, there needs to be a lack of consent from the stalked individual. Essentially, they must not want the stalker in their lives. Secondly, the stalker must obsess over the unfortunate individual being stalked. They must willfully violate the other person's desire to be left alone.
