There are two chefs making a total of 30 rolls, with four left over making 26.

If each customer eats two that makes 13 customers,
that means 40 veg rolls are made with 1 left making 39 eaten. With 3 being eaten per customer also making 13 customers.

So its 2 chefs and 13 customers.
