Water evaporates from oceans, lakes, ponds, rivers, sewers, etc., and mixes in the atmosphere where it is moved as the winds blow, and then if conditions are right, it falls out of the air as rain or snow. Since the winds carrying the water vapor are created by differential heating of the land and oceans, spots where there is little atmospheric water (humidity) and spots where there is much is created. Some of these effects are self-reinforcing. Areas that are hot cause a great deal of local heating which causes high-pressure areas which cause air to move away, which cannot bring water vapor back.
