human beings are naturally lazy and procrastinators, this means that they are more likely to judge others for not doing what they believe is the best but are often incapable of judging their own misbehaviour and to attempt to improve their own flaws and lack of self control—as most have.
there are two plausible explanations for this problem:
1) they’re waiting for someone else to clean the park.
2) the complaining has become an integrated part of their lives and they honestly probably don’t care enough; if they did, they would’ve cleaned it by now.
