44.4 is bigger, because 44 is a larger value than 4.
(Think of it this way, if someone were to offer you $44.40 and $4.44, which one would you pick? You would pick $44.40 because it is more than $4.44)

The bigger number is 44.4.
This number has a greater place value than 4.44. Also to help you figure out greater values easier, round the values. 44.4 rounds to 44 while 4.44 rounds to 4. So then 44 is greater than 4. However, rounding does not always work, in the case of close decimals.
