The water molecule is made up of two hydrogen atom each of them linked by a single chemical bond to an oxygen atom. A single oxygen atom contain six electron which can hold eight electrons. when two hydrogen atom bound to the oxygen it's valency completes.

It's the water physical and chemical composition which make it such an excellent solvent. The arrangement of water molecules is polar arrangement.The hydrogen has a positive electrical charge and oxygen has a negative charge.

The polar attraction of water molecules can weaken the intramolecular forces such as (ionic bonds) and results in the dissociation of the atom.

Thus, the structure of water gives it the ability to become universal solvent.
