The most commonly used glasswares in laboratories are beakers, measuring cylinders, volumetric flasks, pipets and buretes.

Among them, the main purpose of using measuring cylinders, volumetric flasks, pipets and buretes is to measure a definite volume of the liquid. Also they are not appropraite for the heating purpose.

On the other hand, beakers are roughly graduated , so can't measure volume accurately. And they are made up of pyrex and thus can be heated.

Therefore, the piece of glassware  that should never be used for measuring the volume of a liquid but can be used for heating and making solutions is  a BEAKER.
