I would say that the answer is A. higher salaries and lower unemployment. A little bit of research has shown me that Canada's unemployment rate has been steadily lowering and is at the lowest it has been. The salaries in Canada have been increasing as of recently, according to other research. You would think that with a high literacy rate, people would get better pay and have more jobs, so A makes sense.
