First the senate debates on whether or not the bill should be a law. Then the bill goes to the House of Representatives and they vote on it. If they vote yes, then the bill Giles back to senate snd they do that again. If it’s voted yes a second time it goes to the White House. If the president says yes, then it becomes a law, but if he vetos it, it goes back to the senate and House of Representatives.
