Low level formatting creates the tracks and sectors on a hard drive. This process creates the physical format that dictates where data is stored. A PC cannot perform a low-level formatting on a modern SCSI or IDE/ATA hard disk. A high-level formatting is recommended since it creates the file system on the disk.
