The main reason for the aggression across Europe was because the Nazis (at the time) and the Japanese wanted to expand and take over large countries like Europe. That was the main reason that Japan bombed Pearl Harbor (to immobilize America's Pacific fleet of ships, so America couldn't stop the Nazis from taking over Europe)

The primary reason for aggression among the Germans was the rise of totalitarian government in Germany. Much of this was due to the harsh terms imposed on Germany as a result of the Treaty of Versailles.  The Japanese were already in an expansionist mode after the invasion of Manchuria in the 1930s. This action was widely condemned and Japan began to assume war footing. Eventually, the Japanese joined the Axis Powers.
