A. The President
The Constitution vests the power to make foreign policy in the federal government. It precludes the states from entering into “any Treaty, Alliance, or Confederation.” Specifically, the Constitution gives the Senate the power of “Advice and Consent” on treaties, which the President is responsible for negotiating.
