The policy of containment set the tone for US foreign policy after World War II.  The policy focused on keeping communism and the Soviet Union's influence limited, rather than by trying to confront the Soviet Union directly or eliminate communism completely.  This policy was recommended by George Kennan.  In 1946, while Kennan was deputy chief of the US diplomatic mission in Moscow, he wrote what became known as "the long telegram," which outlined a strategy for US relations with the USSR.   Kennan recognized that the USSR had internal flaws, and recommended that the US do no more than try to "contain" the Soviet Union.  He predicted that the USSR and its communist system could not remain strong perpetually.
