At the beginning of Franklin Roosevelt's term, he wasn't getting much support toward his New Deal programs fro the Supreme Court, so he determined to propose a legislative plan that would have allowed him to add more justices to the Supreme Court that supported his ideas, this plan was officially called the Judicial Reform Bill, but it was commonly called the "court-packing" plan.

Under this plan, Roosevelt proposed to appoint one new justice for every sitting justice aged 70 years or older, resulting in a total of 50 new judges with six of them on the Supreme Court. This way, Roosevelt would have got more New Deal supporters on the Court and stop the Court from rejecting his programs.
