If you remember well your history lessons, the Articles of Confederation were the first Constitution of the United States. Written in 1777 but passed by the states until March 1781, the Articles of Confederation gave the states so much power and sovereignty and left a weak central government represented by Congress that had no power to do important things. It was the states the ones that could collect money through taxes. And if the central government needed money, it had to ask the states for it.
