The picture is an illusion in which appears to be moving slightly, when in reality it isn't moving at all. This is symbolic for the quote. The quote essentially means that it isn't what we actually see that matters, but what we make of what we saw, how we interpret it and what we make out of it. It is us that give sight meaning. The picture would not move if it weren't for us interpreting it. A classic quote you can compare this is from Stanley Kubrick (note, I'm going off of what I remember of it, I'm not copying it. May be slightly incorrect):

"The goal isn't to photograph reality, it's to photograph the photograph."
