If it were addressing a group of teachers and administrators I would use a formal tone, and provide more evidence than usual. I would talk to them professionally, contrast to my previous statement. Bottom line; Use more facts, emotional appeal is less likely to work, so address them using hard-cold facts, well-written and thought out statements that are proven.
