In the Constitutional Convention, the New Jersey plan was a proposal for the representatives of the government to favor equal representation of states. In other words, it favored the small states of the U.S. The Virginia plan was another proposal that conflicted with the New Jersey plan, and it favored the big population for a representatives. Since these two plans arose and conflicted each other, the Great Compromise combined the two plans and made 2 houses of reps.
