Begin with the MOST IMPORTANT facts first and with each successive bit of information you add the importance gets less and less so that whatever is at the end is the least important.

Why? Because writers have only a particular-sized space in which their stories can fit into the newspaper pages that have been previously designed/arranged. Editors simply chop off as much of the story as needed to fit the space allotted to it. If the least important information is at the end, there's no loss to the (important) content of the story.
