The Chinese government started a one child policy program in the late 1970s to reduce the growth rate of China’s high population. The government rewarded the families that observed the policy (those with only one child) by giving them a certificate that entitles them to benefits such as cash bonuses, special housing assignments, better child care and prolonged maternity leave.
