Accountability is the soul of democratic governments because political leaders are given the responsibility to represent the people who elect them in a democracy.  Accountability is the notion that the leader is responsible to the people who given him or her the authority to represent them. Accountability is also what helps to check the power of authorities and to prevent abuses of power.  A leader who makes decisions that go against the wellbeing of many of his constituents or what his constituents believe is said to lack accountability.  If there is no way to hold that authority to what it is his or her constituents want, then it is said there is no accountability.
