A weak national government was created under the Articles of Confederation because of the fact that this gave the states more power than it did to the federal government. This was going to replace the Constitution, and let states make laws. The Articles did not give the power of making laws to the government. Citizens had the right to vote on laws, but many thought giving this right to the citizens would cause chaos. In result, we had to elect officials to make desicions.
