The treaty disbanded the naval forces of Germany and severely limited its armed forces, and crippled the German economy. However, the Senate refused to ratify the terms of the Treaty, which was personally negotiated by President Woodrow Wilson, as the President refused to include certain amendments within the treaty.

The republicans within the Senate would approve the Treaty only if certain terms were amended and reservations were adopted. The reservationists, led by Henry Lodge, submitted a report with the recommendations on the Senate Floor, causing President Wilson to withdraw the proposal of ratification of the treaty. The Versailles Treaty was thus defeated on the Senate floor, and the United States never joined the League of Nations in any official capacity.
