D is incorrect, the rest are true, as the individual state can revoke an amendment, as all of those are supported by an amendment. I may be wrong however.

In the United States, only the federal government can regulate foreign trade. So it is the federal government through the Department of Commerce the one that can impose taxes or tariffs on imports. The other kind of imports that are taxed are the goods that people want to introduce to the United States. They have to declare to the Officials of the US Custom and Border Protection and pay its tax to the IRS.
