Before the United States Constitution, there was the Articles of Confederation. The Articles were very weak and gave little power to the national government. The government could not do a lot of things, but one of the most important things was that the national government did not have the ability to tax.

In order to obtain tax money, the national government had to outright ask the states for it. Since they were not obligated to, nobody wanted to pay it. This made it very hard for the government to obtain money to create a military or pay war debts.

The Shay's Rebellion was an eye-opener for many people about how the national government should have the power to tax and more power in general. This was where poor farmers started a rebellion against courts because they did not want their land to be taken away. The government could not do anything about this though, as they had no money to deploy troops to stop them.
