  5. To be honest, I'm not sure. But I think it's because it's easier to add amendments due to not as many people to disagree with a certain subject.
  6. They must be elected. See article VIII, section 2, part (b) of the Florida Constitution. At the end, it says "Each municipal legislative body shall be elective".
  7. The list is numerous, but three functions are emergency services, jails, and libraries to name a few. Some of these services could be provided by a city/municipality depending on if the city is large enough. Usually, the rule of thumb though is that a smaller rural town will be more dependent on county services.
