A chief aim of the Constitution as drafted by the Convention was to create a government with enough power to act on a national level, but without so much power that fundamental rights would be at risk.

The Constitution fixed the weaknesses by allowing the central government certain powers/rights. Congress now has the right to levy taxes. Congress has the ability to regulate trade between states and other countries.

Congress could only request that taxes be submitted. The very reason the Articles of Confederation were made with a weak federal government was because the framers of it feared a strong central government.Under the Articles of Confederation the national government managed to achieve a variety of successes such as the creation of executive departments to administer finance, foreign relations, and military affairs but the most important achievement would be the Northwest Ordinance which guaranteed equal treatment for …
