The Constitution did not give the federal government the direct right to have a National Bank.

Members of the Democratic Republican party believed in the direct interpretation of the Constitution. The party was in control of the government and many citizens believed the government should not extend their power. A federal government should not have access to the peoples' money because it would give them the ability to create a tyrannical government.
