The dominant motion in the universe is the smooth expansion known as Hubble's Law. In 1929, Hubble estimated the value of the expansion factor, now called the Hubble constant, to be about 500 km/sec/Mpc.
The Universe is expanding, our galaxy is expanding, red shift is proportional to a body's distance from us, and red shift is proportional to distance form the center of the universe.
