Swift uses verbal irony to make his point in the lines 135–145 “Some persons . . . evils to come?” What makes this ironic is because of the misinterpretation of what "persons of a desponding Spirit" mean when they express "concern" about the large numbers of poor people. The Irish writer, Jonathan Swift, was known for being a satirist and a master of "dry humor" (blunt ironic remarks) which he displayed in his works; and especially the verbal irony he uses in "A Modest Proposal", a satirical essay written by him (anonymously) in 1729.
