Lack of consensus means a condition when a group of people are not able to come to a same conclusion or decision. Social conflict and social changes causes Lack of consensus among the people causing instability in a society. If the people are agreeing on the matters there are always possibility of social disorganization.

Social disorganization theory of criminology states that communities with diverse population, high population turnover rates and poverty are more likely to experience crimes due to weakened social bonds. As the people in such societies are from different ethnic diversity and economic status disputes are likely to happen. This causes social conflict which can lead to crime.
