"Deaf" commonly refers to a listening to loss so extreme that there may be little or no or no purposeful listening to. "Hard of listening to" refers to a listening to loss in which there can be sufficient residual listening to that an auditory device, including a listening to resource or FM system, offers ok help to procedure speech.

Deaf community is the community of deaf and hard-hearing people  (friends, family) who share a common language (sign language), which represents a common way of interacting with each other, and with hearing people. They also share the same values and common experiences.
