The Law of April 1830, which was passed, forbade Anglo-Americans from entering Texas unless they received a visa to Austin's or DeWitt's colony.
The colonisation law established a federal commissioner of colonisation to ensure that impresario contracts adhered to its provisions and authorised a loan to cover the cost of bringing colonists to Texas for a period of four years. It also opened coastal commerce to foreigners. The foreigners were expected to be devout Catholics eager to become Spanish citizens in exchange for hefty land awards and Mexican Texas was colonised by Anglo-Americans. The Law of April forbade the entry of slaves, but even the authorities admitted that it was impossible to enforce this law.
