The Soviet Union, the United Kingdom, and the United States took part. General Secretary Joseph Stalin, Prime Ministers Winston Churchill and Clement Attlee, and President Harry S. Truman each stood in for one of them. They came together to make decisions about how to run Germany, which had accepted to a total surrender nine weeks ago. The establishment of the postwar order, resolving disagreements over the peace accord, and mitigating the damage of the war were among the other objectives of the meeting.
