​Katniss is surprised when Prim was chosen as tribute for many reasons. Katniss response was to freeze, but comes back to her senses eventually. Katniss is surprised when Prim is picked because there was one slip of paper in the box out of a lot more. As stated in the text,"This cant be happening prim was one of thousands!" I know that Katniss freezes because it says in the text "and i see the back of her blouse has become untucked and hangs out over her skirt, its this detail that brought me back to my self."
