Why is that so?

This is because if there are 13 DNS root name servers and known that the DNS is the most vital part of internet, if a terrorists renders the DNS useless through root name servers crash then, the DNS will fail.

Conclusively, By failing, it will lea to a crash and so only after 24 hours can one be able to use the internet after the issue has been resolved.
