The volume is A*H where A is the area of one of the ends (circle) and H is the height. So YES, the height is directly (linearly) proportional to the height. Triple the height, triple the volume. Note the area of the circle on the end of the cylinder (A) is π r^2. Therefore tripping the radius will increase the volume by 9, not 3.
