The answer to the question is "FILIBUSTER".

We are being asked what is the tactic did senators use to try a blocked passage civil rights act of 1964 for more than two months and the answer is the "Filibuster tactic" on which they delay the votes.

The strategy the Senate used to block the passage of the Civil Rights Act is called filibuster. The mentioned act was presented to Congress in 1963 but only became law in 1964 after Johnson's leadership, ending all king of discrimination regardless of race and gender in public places and private businesses. The civil rights bill passed the House in February 1964, but in the Senate, however,  the bill became law on July 2.
