Enclaves are created as a safe place or home in an otherwise indifferent or hostile environment, an exclave can be a hostile enclave in an otherwise hostile or indifferent environment. 

In political geography, an enclave is a part of territory of a territorial jurisdiction that is completely surrounded by the territory of another jurisdiction.

An enclave is defined as a part of a country completely surrounded by another, and exclaves as a part of a country physically separated from the main part of it (excluding the islands).
