The Articles formed a weak confederation that united the Thirteen British North American Colonies, with the capacity to govern themselves almost only in times of war and emergencies. After the end of the War of Independence and the beginning of new priorities, its limitations became evident. This document was replaced by the Constitution of the United States after its ratification on June 21, 1788. Since the war against Great Britain was still going on, the settlers did not want to establish another powerful national government. With the zeal to protect its new independence, the Continental Congress created a weak unicameral structure that protected the freedom of the member states. Although Congress regulated monetary and military matters, the Articles had not designed any mechanism to make sure that each State complied with the troops and the money that was needed. This situation changed with the fundamentals proposed and approved in the constitution.
