The judiciary is the court system of a country (remember judiciary: judge). The judicial branches judges the actions of the other two branches. It determines whether the legislation written by congress (legislative) and the implementation (by the president) is constitutional. 

Only the executive branch can veto a bill. 
Parties are organizations for people to gather ideas and nominate candidates. 
The creation of new laws is the role of congress.

Only D makes sense. When you think of the judicial branch think courts, and when you hear the word constitutional or unconstitutional think judicial branch.
